LIVINGSTON, NJ.- Today, Acting Essex County Prosecutor Theodore N. Stephens, II reported that Alan Kelsey, 69, of Whippany, New Jersey, has been Arrested and Formally Charged with Sex Crimes upon a Minor, while parked in a car in a Livingston Parking Lot.
On Wednesday, August 2, 2023, Members of The Livingston Police Department responded to a Call reporting Suspicious Activity in a Vehicle parked in a Local Livingston Parking Lot. Upon arrival, Police Officers located the reported Vehicle and Arrested Mr. Kelsey, who was then Charged with Sexual Assault; and Endangering the Welfare of a Child.
