Manchester Man Indicted

MANCHESTER NEW JERSEY MAN INDICTED ON THE CHARGE OF STRICT LIABILITY FOR DRUG INDUCED DEATH 

     " Ocean County Grand Jury Has Returned An Indictment Against Dandre Tubbs Of Manchester On Charges Of Strict Liability & Related Narcotics Offenses."

TOMS RIVER, NJ.- On Wednesday, October 27, 2021 Ocean County Prosecutor Bradley D. Billhimer announced that a Grand Jury sitting in Ocean County, New Jersey has returned an Indictment on Wednesday, against Dandre Tubbs, 33, of Manchester, New Jersey on Charge of Strict Liability Drug Induced Death, in connection to the Death of a 35 Year-Old Manchester man on August 16, 2021. 



     Mr. Tubbs has also been Indicted on Charges of Distribution of Heroin/Fentanyl;  Possession of Heroin/Fentanyl with Intent to Distribute;  Three Counts of Possession of Heroin/Fentanyl; and Possession of Alprazolam. 


     On Sunday, August 16, 2021, Members of The Manchester Township Police Department responded to a residence for a report of an unresponsive 35 year-old male. 


     Upon arrival, Police Officers discovered that the male was already deceased from an apparent drug overdose.


     A subsequent and ensuing investigation by The Ocean County Prosecutor’s Office Major Crime Unit and Manchester Township Police Department Detective Bureau determined that Mr. Tubbs Supplied Heroin and Fentanyl to the victim on Saturday, August 15, 2021. 


     On Wednesday, August 19, 2021, Mr. Tubbs was Arrested and Charged with Three Counts of Distribution of Heroin;  Two Counts of Possession of Heroin;  Possession of Alprazolam;  Possession of a Hypodermic Syringe;  and Possession of Drug Paraphernalia.


     Further investigation and toxicology analysis recently received by The Ocean County Prosecutor’s Office confirmed the presence of Heroin and Fentanyl in the victim’s system. Based upon this toxicology analysis, The Ocean County Medical Examiner’s Office determined that the Heroin and Fentanyl found in the victim’s system were the cause of his death. As a consequence, Mr. Tubbs was charged with Strict Liability Drug Induced Death.


     Mr. Tubbs has been incarcerated since his Arrest on Wednesday, August 19, 2021 and will remain detained pending the resolution of the Charges against him.
