Federal Investigation Uncovered More Than 10,000 Files Depicting Abuse, Including Livestreamed Exploitation Of A Child

WILMINGTON, NC.- A registered sex offender with a prior conviction for violent sexual assaults has been sentenced to 27 years in federal prison after admitting to producing child sexual abuse material and maintaining a vast collection of explicit content involving minors, federal authorities announced.



     Shawn Keith Green, 55, was sentenced by Chief U.S. District Judge Richard E. Myers II in the Eastern District of North Carolina after pleading guilty to one count of Production of Child Pornography. The case, investigators say, represents a deeply disturbing example of online-facilitated exploitation and underscores the scale of digital evidence often uncovered in such prosecutions.


     According to court documents and evidence presented during sentencing, the investigation began when a cloud storage provider submitted a report to the National Center for Missing and Exploited Children (NCMEC), flagging an account for uploading suspected child sexual abuse material. Authorities traced the account to Green, who at the time was living in Duplin County, North Carolina, and was already listed as a registered sex offender.


     The North Carolina State Bureau of Investigation (SBI), working alongside federal partners, identified Green as the account holder. The United States Secret Service subsequently executed a search warrant on the cloud account, where agents discovered more than 10,000 images and videos depicting the sexual abuse of children. Prosecutors stated that some of the material involved victims as young as newborn infants.


     Following the digital search, law enforcement agencies executed a court-authorized residential search warrant at Green’s home. Multiple electronic devices were seized, and forensic analysis revealed additional child sexual abuse material stored locally, further expanding the scope of the case.


     Federal prosecutors detailed a particularly egregious incident from February 2022, in which Green used the internet to communicate with an unidentified woman believed to be outside the United States. During the interaction, Green livestreamed himself sexually abusing a child. He also encouraged the woman to abuse a 10-year-old child and offered payment in exchange for carrying out the act. Investigators determined that Green recorded the video chat and uploaded the footage to his cloud storage account to preserve it.


     Authorities have not identified the woman or the child involved in that exchange, and the status of the victims remains unknown.


     “This type of exploitation represents some of the most heinous criminal conduct we encounter,” U.S. Attorney Ellis Boyle said in a statement following the sentencing. “We will not tolerate individuals who believe they can operate in the shadows of the internet to harm children. Through coordinated law enforcement efforts, we will continue to identify, investigate, and prosecute offenders to the fullest extent of the law.”


     Steven Gutierrez, Special Agent in Charge of the United States Secret Service, emphasized the role of interagency cooperation in the case.


     “The United States Secret Service, in collaboration with the U.S. Attorney’s Office, the North Carolina State Bureau of Investigation, and the Duplin County Sheriff’s Office, successfully removed a significant threat from the community,” Gutierrez said. “This case highlights the importance of coordinated investigative work in protecting vulnerable populations.”


     Green’s criminal history played a significant role in the court’s sentencing considerations. In 2007, he pleaded guilty to three counts of second-degree sexual offense and two counts of second-degree rape stemming from a series of attacks against three adult women. According to court records, those assaults occurred in 2005 and 2006, during which Green threatened victims with a knife. Investigators also uncovered text messages in which he boasted about the assaults.


     The current conviction marks a continuation of predatory behavior spanning nearly two decades, now compounded by the use of digital platforms to exploit victims and distribute illegal content.


     The case was investigated jointly by the United States Secret Service, the North Carolina State Bureau of Investigation, and the Duplin County Sheriff’s Office. Assistant U.S. Attorney Charity Wilson prosecuted the case on behalf of the federal government.


     Green will serve his sentence in federal custody. Upon release, he is expected to face a lifetime of supervised conditions, including restrictions on internet use and mandatory registration as a sex offender, in accordance with federal law.
