Phillipsburg Police Officer Charged

PHILLIPSBURG POLICE OFFICER CHARGES WITH OFFICIAL MISCONDUCT

     " A Phillipsburg Police Officer Has Been Charged In Connection With Official Misconduct & Criminal Sexual Contact In Connection To August, 2019 Incident."

PHILLIPSBURG, NJ.- On Wednesday, June 9, 2021, Warren County Prosecutor James L. Pfeiffer announced the arrest of William Lance, 50, of Phillipsburg, New Jersey.


     On June 8, 2021, The Phillipsburg Police Department became aware of a social media post made by a Phillipsburg resident. The post stated " Officer Lance is a PERV," and asked viewers to "Share" their " Stories," " If They Have One." The Officer was identified as William Lance, a long-time member of The Phillipsburg Police Department. The Police Department notified The Warren County Prosecutor's Office, which conducted an investigation into the source and substance of the allegation.


     Later on June 8th Detective J. Marino, from The Warren County Prosecutor's Office, interviewed the victim and a witness, in which the victim disclosed, that approximately August, 2019, while in the Wawa parking lot, Lance called the victim over to his patrol car, she then stated that Lance exposed himself to her. Then she stated, that Lance pulled her arm into the open driver side window of the patrol vehicle, and placed her hands on him, the Witness confirmed the events.


     As a result of the statements provided to authorities, Detective Marino arrested Lance on the following charges;

     . One-Count of Second Degree Official Misconduct.

     . One- Count of Fourth Degree Criminal Sexual Contact.


     Second Degree Official Misconduct carries a prison sentence of 10 years in a New Jersey State Prison, with a mandatory service of 5 years. Fourth Degree Criminal Sexual Contact carries a prison sentence of 18 months in a New Jersey State Prison.


      Lance, was processed and transported to The Somerset County Jail, pending his first appearance, he subsequently been released from custody.


" The Rules Of The Court Require Us To Include A Statement, Which States: The Charges Are Merely Accusations And The Defendant And Or Defendants Are Presumed Innocent Unless And Until Proven Guilty Beyond A Reasonable Doubt."
